The monument in memory of Joseph Frings is located near Cologne’s City Hall on the Laurenzplatz square.

The former archbishop and cardinal is a legendary figure in Cologne’s history. During the period of great hardship and scarcity after the end of World War II, he declared it was not a sin to pilfer heating coal, which introduced the verb “to fringsen” (to pinch) into the local jargon.
